Senate Bill 1037 in California, requires all publicly-owned utilities to report current and projected energy efficiency programs, including expenditures and savings.

In response, the public power community coordinates on a comprehensive annual report of activity for 40 public power utilities. The 2011 edition (available here) was filed with the California Energy Commission on March 15, 2012. The next version of this report is due on March 15, 2013.

Bu offering program highlights and projected savings, these overviews are useful tools for any utility seeking to expand or initiate programs, and seeking guidance on what similarly sized utilities are offering.
