This paper documents lessons learned from 30 years of process evaluations of energy efficiency programs. The lessons were collected from interviews with 18 evaluators, most with two decades of experience. Findings related to the evaluation process include lessons learned about going beyond satisfaction and lessons related to benefits and timing of process evaluations.

  • Lesson: Going beyond general program satisfaction questions is necessary to understand where opportunities for true program enhancement lie.
  • Lesson: Process evaluation is a tool that can improve programs and provide in-depth feedback from the market to program mangers. Done early and often, it will be truly effective in enhancing program performance.
