The EM&V Challenge
As energy efficiency becomes more mainstream and more public resources are being dedicated to it, more oversight and transparency are being demanded, in terms of how effectively those resources are being used. Program evaluation requires judgment calls to be made about acceptable levels of rigor and in many cases, relies on assumptions. These factors often result in policy level debates about best practice approaches.
Recognizing that credible evaluations factor significantly to the future of energy efficiency programs, many efforts have organized to study and address EM&V challenges. Links to these groups are provided here, along with recent research papers documenting issues and opportunities.
